Three suspects sentenced to prison for drone attack on Popayán military canton
Leonardo García Ramírez (alias “Toche”), Fabián Andrés Tumbo Ulcúe (alias “Michael”) and Yeli Marcela Usnas Campo were sentenced to preventive detention for their role in the April 25 drone attack on the José Hilario López military canton in Popayán, Colombia.
The investigation found that García Ramírez coordinated the logistics, rented the property where the explosive‑laden drone was prepared, managed resources and maintained communications with other members of the clandestine Jenny Lara commission of the Carlos Patiño front of the EMC. Tumbo Ulcúe was reported to have received training in handling drones and explosives, while Usnas Campo was alleged to have possessed an electrical detonator used to trigger improvised explosive devices.
All three were charged with aggravated criminal conspiracy, terrorism, and illegal manufacturing, trafficking and possession of weapons, ammunition and explosives. None of them accepted the charges, and they remain incarcerated while the judicial process proceeds.
