Sandberg Tunnel emergency exercise reveals critical response failures
A large-scale emergency rescue exercise in the Sandberg Tunnel in Thuringia, Germany, has revealed critical failures in the regional alerting and communication chains. The simulation, which involved 250 emergency personnel and 100 actors portraying passengers, aimed to practice responding to a fire in an ICE train on the high-speed line between Nuremberg and Erfurt.
Despite the exercise being planned for months, first responders arrived at the scene more than two hours after the initial emergency call was placed at 10:15 AM. Experts noted that in a real-world scenario, such a delay would likely result in mass casualties. Key issues identified include significant delays in the Deutsche Bahn internal reporting process, technical defects in local control centers, and the use of outdated communication methods, such as transmitting emergency alerts via fax.
Thuringia Interior Minister Georg Maier and Ilm-Kreis District Administrator Petra Enders expressed severe dissatisfaction with the results. Maier emphasized the need for a thorough error analysis and the modernization of alerting systems, noting that warning apps like NINA and Katwarn also failed to function as intended during the drill. Investigations are ongoing to determine whether the failures were caused by technical malfunctions or organizational errors.
