Tijuana lawyers call for security protocol after attorney murder

On July 23, 2026, attorney Javier López Reyna was shot dead in Tijuana as he arrived at his home in the Granjas La Esperanza neighborhood. Police found the victim with multiple gunshot wounds; no arrests have been made.

The killing is the third lawyer homicide in the city within a year, prompting the Colegio de Abogados de Tijuana, led by president Daniel Avitia Beltrán, to demand an urgent security protocol for the legal community. The association says the state government has yet to act on their proposals despite meetings with officials.

Lawyers' groups have called on the Fiscalía General del Estado (FGE) to conduct a prompt, professional investigation and to protect attorneys who face a recurring risk of homicide.
