Tijuana social council proposes neurodiversity inclusion in 2040 strategic plan
The Council for Security and Social Well-being of Tijuana A.C. has proposed integrating neurodiversity and universal accessibility into the Tijuana-Tecate-Rosarito 2040 Metropolitan Strategic Plan (PEM). During working sessions, founder and activist Ismael Estrada Maldonado argued that regional competitiveness should include urban environments, transportation, and public spaces that eliminate physical, cognitive, and sensory barriers.
The proposal includes developing a neuro-inclusive economic model to leverage industrial activity and cross-border medical tourism, creating job opportunities for individuals with autism, ADHD, and other neurodivergences through inclusive hiring protocols.
Regarding infrastructure, the council suggested implementing cognitive and sensory accessibility standards at international border crossings, transit centers, and industrial parks. Proposed measures include the use of pictograms, easy-to-read formats, and low-sensory stimulus spaces to facilitate safe movement and orientation.
