Timișoara simplifies urban planning approval procedures

Timișoara City Hall is proposing a new regulation to simplify the approval of urban planning documentation within the city and its metropolitan area. The initiative aims to implement an integrated procedure that consolidates all involved institutions into a single commission, coordinated by the Chief Architect of Timișoara.

Under the new system, a single unified permit will be issued following a technical analysis that must be completed within 60 calendar days. Once the analysis is finished, the permit or a request for clarification must be issued within 15 working days. The procedure also introduces the principle of tacit approval, meaning that if a member institution fails to provide feedback within the legal timeframe, it will be considered an agreement, except for institutions within the National Defense, Public Order, and National Security System.

This administrative shift follows Law no. 169/2026 regarding territorial planning, urbanism, and construction. The new regulations will apply to the Timișoara Metropolitan Area, including the municipalities of Dumbrăvița and Ghiroda, as well as any future administrative units that join the zone. Documentation will be submitted electronically using qualified electronic signatures, and the commission will typically meet online on a bi-weekly basis.
