Tirana officials criticised over unsafe abandoned building and unresolved water‑utility debt

In the Kamëz district near Tirana, the former school and voting centre known as Godina has been abandoned for years and turned into a waste dump and drug‑user shelter. Residents say the building emits foul odours, blocks pedestrian traffic and poses a safety risk, especially after dark. Repeated complaints to the municipal authorities have yielded no concrete action, and the city administration has been accused of contradictory responses and inaction.

Separately, a long‑standing dispute over an unpaid water and electricity debt has resurfaced in Tirana. Citizen Fredi Shaholli rented a property from 2004 to 2008; the water contract and electricity meter were placed in his name, but the tenant left without paying bills amounting to about 25 million lek in water fees (UKT) and 1.6 million lek in electricity (OSHEE). A 2014 court ruling ordered the tenant to settle the debt, yet the water utility refused to transfer the contract. The UKT director, Flauers Shoshi, announced that the debt will be invoiced to the former tenant and that Shaholli will be released from the obligations, with a new meter to be installed.
