Tivat municipal leadership conflict causes institutional deadlock

Political tensions in Tivat have escalated into a functional deadlock between Mayor Željko Komnenović and Municipal Assembly President Miljan Marković. Nikola Došljak, head of the Democratic Party of Socialists (DPS) councilors' club, stated that the conflict has paralyzed local institutions, with ruling coalition councilors boycotting assembly sessions as long as Marković remains in his position.

Došljak criticized the administration for prioritizing personal and party interests over municipal issues such as infrastructure, traffic, and urban planning. He argued that the current leadership has lost its direction and that the assembly should not be treated as private party property.

Vatroslav Belan, a leader of the European Alliance, characterized the situation as a long-standing struggle for influence and control over city funds that has existed since the coalition took power in 2020. Belan claimed the administration has failed to deliver on promises of meritocracy and has struggled to maintain a functioning majority, noting that previous sessions were only held after significant efforts to ensure attendance.
