Tivat’s municipal budget stalls, spending only 22% of plan
European Alliance representative Ćazim Lisičić said Tivat was turned into a "test of patience" in July, with citizens stuck in traffic while the town suffers a municipal and infrastructure collapse. A six‑month budget report published by the municipality shows the capital budget has been realised at just 22.6% of the planned €14.4 million, with €3.2 million actually spent. Communal revenue collection is similarly weak – only €241 000 of the €5 million earmarked for communal equipment has been collected.
Despite holding over €7.19 million in cash, the municipality’s funds are losing value as projects stall. Unsettled obligations total €1.23 million, including more than €324 000 in unpaid salaries and worker contributions. The mayor is engaged in open media disputes with coalition partners, secretaries are leaving the administration and the municipal assembly remains inactive. Lisičić urges the European Alliance to restore fiscal discipline, reactivate frozen investments and rebuild the credibility of Tivat’s local institutions.
