Tlaxcala to Remain Only Debt-Free State for 2027 Gubernatorial Election

A report from Mexico’s Secretaría de Hacienda y Crédito Público shows that Tlaxcala, governed by Lorena Cuéllar Cisneros, will be the only Mexican state without bank debt when its governor’s term ends in 2027. Of the 17 states that will hold gubernatorial elections that year, 16 retain financing obligations with banks. Nuevo León, under governor Samuel García, carries the highest debt load at roughly 80.3 billion pesos, followed by Chihuahua with about 47.5 billion pesos and Sonora with 25.0 billion pesos. The report highlights Tlaxcala’s fiscal discipline as a national benchmark while noting the broader pattern of indebtedness among other states such as Querétaro, Baja California Sur, and several others.
