To Lam calls for governance reform and improved talent management

General Secretary and President To Lam has called for fundamental innovations in governance and talent management within Vietnam. During recent working sessions, he emphasized that leadership must move beyond merely attracting talent through financial incentives and instead focus on how to effectively utilize and retain experts by providing clear tasks, authority, and resources.

To Lam stressed that heads of organizations must be held accountable for the selection, assignment, and working environment provided to talented individuals. He warned against environments characterized by unfairness, jealousy, or obstruction, noting that leaders bear responsibility if skilled personnel are lost due to poor management.

Furthermore, the General Secretary advocated for a governance model defined by “right roles and right authority.” He emphasized that while leadership must remain comprehensive, it should not interfere in tasks assigned to lower levels. The goal is to ensure that decentralization is paired with strict power control and that political responsibility remains with human decision-makers, even as technology supports management. The ultimate objective is to ensure that correct policies translate into substantive results.
