To Lam calls for overhaul of Vietnam's Party building and personnel governance
To Lam, General Secretary of the Communist Party of Vietnam (CPV) and President, has called for fundamental reforms in Party building and personnel governance to meet the country’s development goals through 2030 and 2045.
During working sessions in Hanoi, To Lam emphasized the need to strengthen the political system by addressing shortcomings in current rectification efforts. He stressed that the Party must strictly handle members exhibiting political or ethical degradation, including “self-evolution” and “self-transformation.” He noted that “building” and “fighting” must proceed together, with prevention and self-inspection serving as the foundation.
Regarding personnel management, the President urged a shift from managing individual stages of work to a comprehensive governance model. This interconnected system aims to link recruitment, training, placement, and evaluation to ensure the right individuals are placed in the right positions. He highlighted that the quality of the official contingent and actual outcomes should be the primary measures of success for the upcoming 14th Party term.
