Carlyle withdraws from Lukoil international asset acquisition

The Carlyle Group has officially withdrawn from negotiations to acquire the international assets of the Russian oil giant Lukoil. A preliminary agreement reached in January 2026 expired in late July after the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) did not grant the necessary regulatory approval.

The targeted assets, valued at approximately $20 billion, include significant energy infrastructure such as refineries in Bulgaria, Romania, and the Netherlands, as well as over 800 retail fuel stations across Southeast Europe. The portfolio also encompasses oil and gas extraction operations producing over 350,000 barrels of oil per day.

The withdrawal opens the door for rival bidders, most notably a consortium led by American billionaire Todd Boehly. Reports indicate Boehly’s bid has garnered support from U.S. officials and investors from the Gulf region. The sale of these assets remains subject to U.S. sanctions imposed following the invasion of Ukraine, with a general license for negotiations currently set to expire on October 22, 2026.
