Togo and Chinese businesses agree on 12 measures to improve fiscal relations
Togo and Chinese business representatives met in Lomé on October 3, 2026, to discuss the business climate and opportunities for Chinese companies operating in the country. The meeting resulted in 12 specific commitments aimed at strengthening relations and improving fiscal transparency.
The Office Togolais des Recettes (OTR) will designate two high-level focal points for tax and customs to serve as direct interlocutors for Chinese firms. Additionally, a bilingual French-Chinese practical guide will be developed to outline tax obligations, deadlines, and taxpayer rights. The OTR also plans to provide training on revised accounting standards (SYSCOHADA), standardized invoicing, and electronic tax services, while introducing a tax civism award to recognize compliant companies.
The Ministry of Finance and Budget committed to reviewing proposals regarding low-margin sectors during the preparation of future finance laws and acting as a facilitator between various administrations. Meanwhile, the Association of Chinese Enterprises in Togo has been called upon to encourage its members to maintain proper accounting, ensure fiscal responsibility, and promote best practices such as the use of standardized invoices and digital payment methods.
