Togo implements legislative reforms and military leadership changes

Togo has undergone significant political and military shifts following actions by President of the Council Faure Essozimna Gnassingbé. On August 17, 2026, the Senate opened its second extraordinary session of the year in Lomé to address urgent legislative matters.

The Senate's agenda includes three key bills: one focused on the creation and management of protected areas to conserve biodiversity and natural resources; a second to modernize commercial justice by reducing processing times and adapting to digital changes; and a third regarding Togo's accession to the 1961 Hague Convention to simplify the legalization of foreign public documents.

Simultaneously, a major reorganization of Togo's defense and intelligence apparatus was announced through eight decrees. Colonel Tchakpélé Aklesso has been promoted to Brigadier General and appointed Chief of General Staff of the Togolese Armed Forces, succeeding General Allahare Dimini. Other strategic appointments include Colonel Kombaté Latiembé as Chief of Staff of the Army and Colonel Idrissou Abdou Ahabou as Chief of Staff of the Air Force. Additionally, Colonel Akakpo Ayéwalagni has been named Director General of the National Intelligence Agency (ANR). These changes aim to strengthen coordination between intelligence and military command amid security challenges in the Savanes region.
