Tokyo Metropolitan Police report 2,977 bicycle citations since new fine system

Since the introduction of the bicycle “blue ticket” (administrative fine) system in April 2026, the Tokyo Metropolitan Police Department has issued 2,977 citations in Tokyo within the first six months.

The most frequent violation was failure to come to a complete stop, accounting for 1,425 cases (48%). Other major violations included entering blocked railroad crossings (662 cases) and running red lights (631 cases). Demographic data shows that individuals in their 40s and 50s were the most frequent violators, with 530 cases each.

The Metropolitan Police noted that bicycle-related accidents in Tokyo decreased by 748 cases compared to the same period last year, suggesting the new enforcement system may be having an impact.

In a separate survey conducted by NCD among 194 monthly bicycle parking members, 85.9% of respondents reported a change in their awareness of traffic rules following the implementation, and 77.2% reported changes in their actual riding behavior. The most common behavioral changes included increased awareness of riding on roadways (65.2%) and more frequent use of temporary stops (59.1%).
