Toledo residents and academics challenge hotel project

The La Cava Neighborhood Association, alongside four academic, cultural, and ecological entities, has filed formal objections against the PERIM (Special Plan for the Protection of the Historical Heritage) of Puente de La Cava in Toledo. The legal challenge targets a municipal urban planning instrument used since 2022 to facilitate the construction of a hotel complex on an 18,000-square-meter plot along the banks of the Tagus River.

The project has undergone significant bureaucratic shifts, moving from the previous socialist administration to the current government led by the PP and Vox. While the current administration has incorporated modifications such as reduced building heights and commitments to preserve local trees, the opposing entities argue the mechanism is being misused. Jesús Carrobles, president of the Real Fundación, noted that Toledo has processed 22 PERIMs in the last decade—out of 26 in Spanish World Heritage cities—suggesting an excessive use of the tool to favor the tourism real estate sector.
