Castilla-La Mancha proposes new statute for small municipalities
The regional government of Castilla-La Mancha is developing a draft law for the Basic Statute of Small Municipalities to address administrative and urban planning challenges in rural areas. Vice President José Luis Martínez Guijarro stated that the initiative aims to simplify urban management procedures, allowing for the rehabilitation of historic centers and orderly growth without the complexities of current regional urban planning laws.
The proposed statute seeks to strengthen the administrative capacity of small towns, particularly addressing the shortage of municipal secretaries. To support this, the government plans to establish support offices for small municipality management in collaboration with provincial councils. Martínez Guijarro also called on the Spanish national government to create a national statute to ensure that public contracting and subsidy legislation is adapted to the specific needs of small villages rather than applying the same rules used in major cities.
