Honduras addresses security reforms, fuel taxes, and violence against women

Honduras is facing multiple domestic challenges involving security, economic pressure, and human rights. In the legislative sphere, Congress is considering a bill to combat synthetic drug trafficking, specifically targeting substances like fentanyl and methamphetamine. Security officials are also discussing the potential designation of more criminal groups as terrorist organizations, with three currently identified.

Congress President Tomás Zambrano has called for a purification process within the justice and security institutions, including police, judges, and prosecutors, to prevent criminal influence. He also emphasized the need for stricter supervision of high-risk inmates to stop them from directing crimes from within prisons.

Economically, rising fuel prices have prompted calls for relief. Deputy Jorge Cálix proposed a six-month suspension of the ACPV fuel tax to lower costs for consumers. However, Finance Minister Emilio Hércules warned that such a move could create a fiscal deficit of approximately 6,600 million lempiras. To address these pressures, the National Congress and the transport sector have established a technical table to find solutions.

On human rights, the National Commissioner for Human Rights (CONADEH) reported alarming levels of violence against women. Data indicates that over 3,700 women have died violently in the country between 2016 and 2025, with CONADEH having received over 15,000 complaints regarding violations of the rights to life and integrity during that period.
