Toronto Refuses High‑Rise Housing Project While Tofino Reviews Waterfront Development

City of Toronto staff issued a decision report on June 12, 2026 recommending refusal of the Official Plan and Zoning By‑law Amendment for 4 Gilead Place in the Corktown neighbourhood. The proposal called for a 20‑storey residential building with 297 units. Staff cited the building’s height, density, massing, setbacks, lack of continuous pedestrian connections, inadequate public realm, heritage impacts and an insufficient mix of family‑size units, leading the Toronto and East York Community Council to adopt the refusal recommendation on July 8, 2026.

In the District of Tofino, the municipality and the Tofino Housing Corporation have put forward a concept for about 21 multi‑family homes on the city‑owned 740 Campbell Street site, together with a public waterfront park and access for kayaks, canoes and paddle‑boards. The plan requires amendments to the Official Community Plan and the Zoning Bylaw, and a combined public hearing is scheduled for August 11, 2026, to gather community feedback on housing needs, design, traffic, environmental conditions and waterfront access.
