Torreón implements animal cruelty measures and manages utility debts
The city of Torreón, Coahuila, is implementing new measures to combat animal cruelty. Mayor Miguel Ángel Riquelme Solís announced that the municipality is joining a state strategy by creating a Specialized Prosecutor's Office. The Municipal Public Security Directorate will handle these cases to ensure rapid response and legal enforcement, following the recent application of a fine under the Municipal Code.
Separately, the Municipal System of Water and Sanitation (SIMAS) is managing significant debts totaling approximately 770 million pesos owed to the National Water Commission (Conagua) and the Federal Electricity Commission (CFE). General Manager Xavier Alain Herrera Arroyo stated that the organization is seeking to regularize payments, including a historical debt of nearly 300 million pesos to Conagua, without compromising essential water and drainage services for citizens.
