Toss Place files complaint against Naver over POS integration
Toss Place, the offline payment subsidiary of Toss, has filed a complaint with the Korea Fair Trade Commission (KFTC) against Naver, alleging abuse of market dominance and unfair trade practices. The dispute centers on Naver’s “Place Plus” service, which integrates point-of-sale (POS) data to provide store information, such as popular menu items, to users on Naver Maps and Search.
Toss Place claims that Naver is unfairly discriminating against its service by excluding Toss POS from its integration list, despite Toss POS being used by approximately 150,000 stores. Toss Place asserts it has attempted to propose data integration since July 2024 without success.
Naver has denied the allegations of discrimination, stating that it is expanding integrations with various POS providers sequentially based on objective criteria. The KFTC is currently reviewing the matter to determine if Naver’s selection process for partners is reasonable or if it constitutes an unfair refusal to deal or discriminatory treatment under competition laws.
