Tourism sectors face revenue declines in Romania and new legislation in the Philippines
In Romania, a study by IMM Romania titled ‘White Paper on Romanian Tourism 2026’ reveals that 76.4% of tourism operators reported declining revenues in 2026. Nearly half of these respondents (49.5%) saw decreases exceeding 20%. The report notes a 4.1% contraction in tourist arrivals during the first six months of 2026, with arrivals falling to 5.55 million. While national accommodation capacity grew by nearly 30% between 2020 and 2025, infrastructure remains concentrated in Constanta County, Brasov, and Bucharest.
In the Philippines, House Bill No. 3110, also known as the Community-Based Tourism (CBT) bill, has been proposed by Representative Ching Bernos. The legislation aims to ensure that communities managing tourist destinations receive at least 30% of net tourism revenues for local reinvestment. The bill seeks to integrate community-based tourism into national and local planning and proposes a support program under the Department of Tourism to provide grants, technical assistance, and capacity-building for community-led enterprises.
