Germany to launch state-subsidized retirement savings accounts in 2027
Starting January 1, 2027, Germany will introduce the 'Altersvorsorgedepot', a state-subsidized retirement savings model designed to replace the existing Riester pension system. This new framework allows individuals to invest in capital markets through ETFs, funds, and bonds while receiving significant government subsidies.
Under the new system, the state provides a basic subsidy of up to 540 euros per year, calculated as 50 percent for the first 360 euros contributed and 25 percent for subsequent contributions up to 1,800 euros. Additional benefits include up to 300 euros per child annually and a one-time 200-euro bonus for young professionals entering contracts before age 25. Capital gains and dividends remain tax-free during the accumulation phase.
Financial institutions are already competing for market share. ING Deutschland has announced two options: a 'self-decision' depot with various ETFs starting at a total cost ratio of 0.03 percent, and a standard depot featuring two active ETFs at 0.20 percent. Trade Republic has also announced a zero-fee depot option. However, some analysts, such as Metzler Ratings, have raised concerns regarding the potential delay or absence of a government-organized standard depot due to administrative and legal hurdles.
