The Union of Independent Trade Unions of Bosnia and Herzegovina has announced plans to submit a draft General Collective Agreement on Labor to the Government of the Federation of Bosnia and Herzegovina (FBiH) and the FBiH Employers' Association. This move aims to establish clear legal rights for more than 400,000 workers who are currently not covered by any collective agreement.

Key issues to be addressed in the agreement include hourly wage rates, meal allowances, holiday bonuses, and the duration of annual and daily rest periods. The Union has proposed a 30-day window for social partners to respond to the draft, with a goal to conclude negotiations within 45 days.

While the Union previously suggested forming a joint commission to expedite the process, the Employers' Association's board has since decided that negotiations must proceed strictly according to the existing Labor Law. If an agreement is not reached within the specified timeframe, the Union intends to seek a binding decision through the Arbitration Court.
