Poços de Caldas considers new asphalt quality regulations

The Poços de Caldas City Council is set to analyze Bill No. 91/2026, proposed by Councilman Tiago Mafra, which aims to regulate the quality and durability of asphalt paving, resurfacing, and pavement reconstruction works within the municipality.

The legislation would require companies responsible for these services to submit a Technical Report of Paving Conformity and Durability to the competent municipal body. This report must be signed by a legally qualified professional and accompanied by a Technical Responsibility Note (ART) or Technical Responsibility Term (TRT).

To ensure compliance with National Department of Transport Infrastructure (DNIT) standards, the bill mandates qualitative analysis during and after construction. Required tests include verifying asphalt layer thickness, bitumen content, aggregate granulometry, surface regularity, and transverse drainage. The project also emphasizes transparency, requiring that technical reports and test results be published on the official municipal website to allow for social oversight.
