Traffic law regulations regarding driver identification and license penalties
Legal requirements for vehicle owners regarding the identification of drivers during traffic violations have been clarified by the High Misdemeanor Court and the Constitutional Court. Vehicle owners are legally obligated to provide credible information about the person operating the vehicle at the time of an offense. Failure to provide this data within 15 days can result in fines ranging from 660 to 1,990 euros. Providing a list of multiple names to avoid identification is not considered a valid fulfillment of this duty.
Regarding driver's license revocations, regulations specify a diminishing threshold for penalty points. While a standard license is typically revoked at 18 points, subsequent revocations lower the threshold: 15 points for the second instance, 12 for the third, and a minimum of 9 points for the fourth.
Reacquiring a license involves significant costs and procedures. Beyond paying fines, drivers must complete a mandatory safety seminar, pass an exam, and obtain necessary certificates. Total estimated costs for these requirements can reach approximately 43,000 dinars, excluding medical examinations. Additionally, drivers must wait 90 days after meeting legal conditions before they can attend seminars or exams.
