Traffic restrictions implemented in Pereira, Dosquebradas, and Quito
Traffic restriction measures, known as ‘pico y placa’, have been implemented or maintained in several South American cities to manage urban congestion.
In Pereira and Dosquebradas, Colombia, the restriction returned on September 28, operating from 6:00 a.m. to 8:00 p.m. on weekdays. The rules differ by vehicle type: cars are restricted based on the last digit of their license plate, while motorcycles are restricted based on the first digit. Violations incur a fine of $633,200. The measure aims to restore mobility patterns following disruptions caused by an earthquake on August 10.
In Quito, Ecuador, the municipal ordinance continues to restrict vehicle circulation to reduce congestion. On Tuesday, September 29, vehicles with license plates ending in 3 and 4 are prohibited from driving during two windows: 6:00 a.m. to 9:30 a.m. and 4:00 p.m. to 8:00 p.m. Exemptions are provided for electric vehicles, official vehicles, and those registered to senior citizens or persons with disabilities. Fines for non-compliance increase progressively from $72.30 for a first offense to $241 for repeat offenders.
