Transnational crime groups use livestream lottery scams
Organized transnational criminal groups are using livestreamed scratch-off ticket promotions to defraud victims. Scammers lure individuals with high-value prizes, such as 1.1 billion VND, through social media accounts like ‘Lucky God’. Once a victim is convinced they have won, they are coerced into paying various fees, including documentation costs and currency conversion fees, to claim the prize.
Authorities from the Dak Lak Provincial Police Cyber Security Department report that these criminal networks operate from autonomous regions in Cambodia near the Vietnamese border. The groups recruit Vietnamese nationals using ‘easy work, high pay’ schemes, instructing them to open bank accounts and travel to Cambodia to facilitate money laundering by transferring illicit funds through multiple accounts to evade detection.
