Transparency International reports gaps in German lobby rule implementation
Transparency International Deutschland has released its 2026 lobby ranking, revealing that while 12 of Germany's 16 federal states have improved their transparency rules over the last two years, significant implementation gaps remain.
According to Norman Loeckel of Transparency Deutschland, many regions struggle with the practical application of existing regulations. Thuringia was highlighted as a notable case where exemplary rules are reportedly being bypassed in practice. The German federal government leads the ranking with a score of 73 percent.
Among the individual states, Baden-Württemberg holds the top position with 59 percent of criteria met, followed by Bavaria at 56 percent. Hamburg showed significant progress, rising nine places to reach 50 percent after implementing a lobby register. Bremen remains at the bottom of the ranking with 15 percent.
