Traveler protections strengthened in Taiwan and Hong Kong

Authorities in Taiwan and Hong Kong are implementing stricter measures to protect travelers from harassment and exploitative practices within the tourism industry.

In Taiwan, the Maritime and Port Bureau has proposed amendments to the Commercial Port Act. The changes aim to curb the activities of ‘runners’ at the Kinmen Shuitou Travel Center, who solicit or mediate the transport of goods for others, or harass and obstruct passengers. Under the proposed law, violators could face fines ranging from NT$5,000 to NT$25,000.

In Hong Kong, the Tourism Regulatory Authority has revoked the licenses of two travel agencies and one tour guide for allegedly forcing tourists to shop. Industry representatives noted that while low-cost tours remain a market reality, predatory practices damage the industry's reputation. The Hong Kong travel industry has expressed a zero-tolerance policy toward such behavior, emphasizing that agencies must provide clear legal guidance to guides to prevent misconduct.
