Türkiye pursues “Terror-Free Türkiye” through new legislative framework
Türkiye is undergoing a significant political transition aimed at achieving a “Terror-Free Türkiye.” This process seeks to resolve long-standing conflicts involving the PKK and the Kurdish question, which have historically shaped the nation’s security agenda, political identities, and electoral coalitions.
A key legislative milestone in this effort is the “Framework Law,” designed primarily to achieve the disarmament of the PKK, which has passed Parliament and been published in the Official Gazette. The transition is expected to shift the competitive logic of Turkish party politics, forcing parties to move beyond security-based cleavages and compete on issues such as democratic representation, economic development, and social integration.
While the goal is to prevent future loss of life among soldiers, police, and civilians, the process has sparked intense political debate. Different political factions are approaching the transition with varying strategies, betting on how the post-conflict landscape will reshape the country’s regional position and domestic political structure.
