Turkey plans mandatory ID verification for tobacco sales

Turkey's Health Minister Kemal Memişoğlu has announced plans for a new legislative proposal to curb tobacco use, specifically targeting the prevention of sales to minors under 18. The proposed regulation includes mandatory age verification at points of sale, potentially utilizing Turkish Republic identity numbers or electronic systems to confirm age.

The Minister emphasized that the goal is to protect youth and reduce the visibility of tobacco products in public spaces, such as schools and sports areas. He noted that tobacco-related illnesses account for nearly 60% of deaths in the country. To support cessation, the Ministry provides free medication and counseling through specialized clinics.

The proposal has faced criticism regarding privacy and economic impact. Presidential Advisor Oktay Saral expressed concerns that requiring identity numbers for tobacco purchases could infringe upon personal privacy and create political backlash. Additionally, Feridun Göner, representing the Turkish Grocers and Dealers Federation, warned that the requirement could create unnecessary tension between shopkeepers and customers and add difficulty to an already challenging economic environment for small businesses.

In response to these concerns, Minister Memişoğlu stated that the Ministry is evaluating various electronic options designed to protect personal data and ensure ease of use while maintaining privacy.
