Trần Lưu Quang demands accountability for Ho Chi Minh City's new powers

Trần Lưu Quang, Secretary of the Ho Chi Minh City Party Committee, emphasized that increased administrative authority must be accompanied by clear accountability during the 5th session of the 11th Ho Chi Minh City People's Council on September 21.

Following the Urban Development Law, which grants the city approximately 240 areas of autonomy, Quang stated that the focus must shift from merely issuing resolutions to achieving concrete results. He noted that the city has received its largest level of decentralization to date, creating new development opportunities but also imposing heavy responsibilities.

Quang urged officials to ensure that policies effectively resolve bottlenecks and mobilize resources rather than just fulfilling legal requirements. He warned that there is “no safe zone for evading or pushing responsibility” and stressed that officials must be protected when making correct decisions for the public interest, while those who exploit mechanisms for personal gain or cause state asset loss will be held accountable.
