United States invokes Defense Production Act to boost oil refining
The Trump administration has invoked the Defense Production Act of 1950 to bolster domestic petroleum production, storage, and logistics. The Department of Energy announced it will allocate up to $150 million in funding to support U.S. refineries, aiming to increase the supply of gasoline, diesel, and jet fuel amid rising costs and global market disruptions.
President Trump signed a determination declaring domestic oil production and fuel logistics vital to national defense. While the Energy Department manages the funding, a recent determination has assigned the Secretary of War to lead the petroleum expansion efforts, superseding previous assignments to the Secretary of Energy.
In a separate localized action, the Department of Energy authorized an emergency exchange of 400,000 barrels of crude from the Strategic Petroleum Reserve to Phillips 66’s Lake Charles refinery in Louisiana to address a temporary delivery disruption. This exchange requires the company to return the borrowed oil plus a premium. Meanwhile, the EPA has extended an emergency diesel waiver in Texas to allow the use of higher-sulfur fuel through November 13 to mitigate supply constraints.
