Trump administration restricts rural green energy funding

The Trump administration has introduced new regulations that restrict federal funding for renewable energy projects in the American agricultural sector. These changes specifically target the Rural Energy for America Program (REAP), which has provided over $4.8 billion in loan guarantees and grants between 2014 and 2025.

Under the new rules effective October 16, applicants can no longer receive subsidies to cover up to 50 percent of project costs before construction begins. Instead, farmers and producers must now complete their projects and provide proof of energy savings over a full year before they can access funds.

Industry experts, energy companies, and farmers warn that these upfront costs may threaten the viability of the green transition for small-scale producers. While the USDA states these adjustments ensure taxpayers fund proven results rather than estimates, critics argue the shift creates significant barriers for those seeking to install solar panels, wind energy, or biodigesters.
