The administration stated this change better reflects the advanced capabilities of modern technology. The order also tasks the Presidential Advisory Council for Science and Technology with developing an official federal definition for ‘Super Intelligence.’

Trump emphasized that maintaining US technological leadership over China is a priority, rejecting strict federal regulations in favor of these voluntary industry safeguards. He also indicated plans to potentially appoint an AI lead or ‘czar’ and establish a committee of approximately ten people to oversee the industry's progress.
