United States declares imported robotics a national security risk

President Donald Trump has signed a Section 232 proclamation declaring that imports of robotics, industrial machinery, and their components pose a threat to United States national security. The decision follows a Commerce Department investigation initiated in September 2025, which concluded that the U.S. relies heavily on foreign imports for these technologies, producing less than it consumes.

Rather than imposing immediate tariffs, the proclamation directs the Secretary of Commerce and the U.S. Trade Representative to negotiate agreements with trading partners to address these security concerns. A progress report on these negotiations is due within 180 days. Depending on the outcome of these talks, the administration may later implement tariffs, quotas, duties, or other incentives to boost domestic investment.

The scope of the investigation includes computer-controlled mechanical systems such as CNC machining centers, milling machines, welding, stamping, and laser-cutting equipment. The administration cited risks regarding sensitive data processing and the potential for foreign entities to control critical infrastructure and defense-related manufacturing tools. This move follows previous Section 232 actions involving drones, steel, and semiconductors.
