President Donald Trump has announced the cancellation of approximately $810 million in previously approved federal funding through a maneuver known as a ‘pocket rescission.’ This tactic involves notifying Congress of intended spending cuts so close to the end of the federal fiscal year on September 30 that lawmakers are unable to complete the legally required 45-day review period before the funds expire.

The rescissions target 11 pools of unspent money across seven federal departments, including the Departments of Commerce, Education, Health and Human Services, Homeland Security, Housing and Urban Development, and Justice, as well as International Assistance Programs. A significant portion of the cuts, totaling $567 million, is directed at Department of Health and Human Services programs that provide social services to refugees and unaccompanied minors.

The administration stated the funds are no longer necessary due to a decline in illegal border crossings and characterized the move as an effort to eliminate ‘harmful government spending.’

The decision has drawn sharp criticism from congressional leaders. Senator Susan Collins, chair of the Senate Appropriations Committee, called the action unlawful and a ‘usurpation of Congress’ own appropriations powers,’ arguing that the Office of Management and Budget is overstepping its executive authority.
