Trung Giã authorities fine cooperative for illegal ash accumulation

Authorities in Trung Giã Commune, Hanoi, have fined Hoa Binh Cooperative 170 million VND following the illegal accumulation of ash in the Xuan Bang and Nam Son village areas. The violation involved land management breaches where ash was deposited on state-managed land that had undergone site clearance in 2022.

Investigations revealed that the material, initially reported as sludge, was actually ash originating from the Soc Son Waste-to-Energy Plant, operated by Thien Y Hanoi Environmental Energy Joint Stock Company. The waste underwent a chain of transfers, moving from Thien Y Hanoi to the Blue Sky Vietnam Environmental Protection Technology Co. Ltd (Hanoi branch), then to the Hung Yen 7979 Construction and Trade Joint Stock Company, and finally to Hoa Binh Cooperative.

In addition to the fine, the cooperative has been ordered to restore the land to its original state. Local police are continuing to investigate the matter to verify the sources and responsibilities of the involved parties.
