Brazil launches digital tools for 2026 election training and monitoring

Brazil's Electoral Justice has launched digital tools to support the 2026 General Elections. The Mesário application is now available for training poll workers, providing updated procedures and voting flow guidance. The Superior Electoral Court (TSE) expects over 2 million individuals to complete this training via the app.

Simultaneously, the Pardal Móvel application has been activated to allow citizens to report irregular electoral propaganda. Users can submit complaints regarding internet content or other forms of illegal campaigning by attaching photos, videos, and audio. To ensure security, the system requires authentication via e-Título or Gov.br, while maintaining the anonymity of the whistleblower.

Reports of irregularities have already begun appearing in various states, including Paraíba, Bahia, and Rio de Janeiro. The Pardal system categorizes reports into internet-based irregularities or other modalities, directing disinformation to the Disinformation Alert System (Siad) and criminal matters to the Electoral Public Ministry.
