Tunisia plans financial restructuring for state companies in 2027 Finance Law

The Tunisia 2027 Finance Law includes measures to restructure the finances of several state-owned enterprises, specifically targeting the Tunisian Sugar Company (STS) and others including OTD, SNCFT, and TRANSTU.

To address the Tunisian Sugar Company's debt to the National Company for Petroleum Distribution (SNDP), the State plans to assume these liabilities through a compensation mechanism. This process will utilize a portion of the SNDP’s retained earnings that belong to the State, effectively canceling the debts via decree. This operation is set to be exempt from corporate income tax to facilitate the restructuring.

Furthermore, the Minister of Finance will be authorized to subscribe to capital increases for these companies to improve their economic balance. For companies like OTD, SNCFT, and TRANSTU, the State will also intervene to settle debts owed to the National Social Security Fund (CNRPS) through similar compensation methods, aiming to break the cycle of cross-indebtedness within the public sector without requiring direct cash outlays from the national budget.
