Tunisia remains off the EU tax blacklist

The Council of the European Union has updated its list of non-cooperative jurisdictions for tax purposes, confirming that Tunisia is not included on the blacklist. Tunisia is recognized as a cooperative jurisdiction that has fulfilled its obligations and has no outstanding commitments to the EU.

Tunisia's history with the EU tax lists includes being placed on the blacklist in December 2017 due to delays in aligning tax regimes with European standards. It was removed in January 2018 following formal reform commitments and subsequently moved to the grey list, from which it was permanently removed in March 2019 after implementing required legislative adjustments.

The updated blacklist, effective as of October 9, 2026, now contains eight jurisdictions: American Samoa, Anguilla, Guam, Palau, Russia, Turks and Caicos, the U.S. Virgin Islands, and Vanuatu. Panama and Vietnam were removed from the registry during this update. The EU evaluates jurisdictions based on tax transparency, fairness, and compliance with international standards to prevent base erosion and profit shifting.
