Tunja infrastructure contract delays and Bogotá university mental health proposal

In Tunja, an inter-administrative contract valued at over 15,000 million pesos is facing legal scrutiny due to significant delays. As of September 2026, the project has reached only 34% physical progress, despite a scheduled execution target of 90% to 95%. The municipality has already disbursed 95% of the funds. The administration has initiated procedures for alleged non-compliance by the contractor, Empresa de Desarrollo Territorial de Donmatías S. A. S., noting a failure to provide updated schedules. The case is under monitoring by the Tunja Council, the Municipal Comptroller, and the Attorney General's Office.

In Bogotá, Councilman Julián Sastoque has proposed the ‘District Strategy for Healthy University Environments.’ The initiative aims to strengthen mental health promotion and prevention within higher education institutions. The project proposes collaboration between the District Health Secretariat, Agencia Atenea, and the Secretariat of Education to address academic burnout, stress, and psychological well-being for students and staff. Key components include a ‘Healthy University Environment’ district seal for participating institutions and a network of resources for early identification and psychological first aid.
