Tunji Olaopa calls for reform of Nigerian university governance and funding

Prof. Tunji Olaopa, Chairman of the Federal Civil Service Commission, has called for a fundamental overhaul of the legal and governance frameworks governing Nigerian universities. Speaking at a conference in Abuja regarding the Federal University of Lokoja, Olaopa emphasized that existing structures create systemic bottlenecks that hinder academic autonomy, research capabilities, and industry relevance.

Olaopa advocated for amending university establishment Acts to grant institutions greater operational independence. He proposed an ‘all-of-people partnership model’ to expand governance beyond traditional councils to include industry leaders, alumni, host communities, and trade unions. This approach aims to move away from rigid administrative silos toward a more inclusive model.

Addressing the severe funding crisis, Olaopa noted that research funding in Nigeria accounts for less than 0.3% of annual GDP, significantly lower than the African average of 0.45% and the global benchmark of 1.7%. He urged stakeholders, including the National Assembly and the National Universities Commission, to collaborate on innovative financing mechanisms and ensure that strategic planning is strictly aligned with budgeting to prevent resource wastage.
