Turboenergy Power and MASS contest Soroca wastewater plant tender
The Turboenergy Power and MASS consortium is challenging the tender results for the construction of a wastewater treatment plant in Soroca, Moldova. The consortium is calling for an independent technical verification of the bidding process before it proceeds further.
Representatives claim the winning bid is approximately 700,000 euros (14 million lei) more expensive than their own. They allege the winning bidder secured a high technical score of 98.99 out of 100 primarily by declaring energy consumption levels that are physically impossible to achieve under real operating conditions.
Grigore Tentiuc, project manager at Turboenergy Power, stated that the goal is not to block the project, as Soroca requires a modern facility, but to ensure the evaluation of the winning offer is accurate. The consortium argues that the winning bid claims a consumption of 0.081-0.085 kWh per cubic meter for pumping wastewater to a height of 45 meters, whereas they calculate the minimum theoretical energy required is approximately 0.12 kWh, excluding installation losses and efficiency factors.
