Turkey aims for 100% smart meter coverage by 2028

Turkey's Energy Market Regulatory Authority (EPDK) is advancing the Milli Akıllı Sayaç Sistemleri (MASS) project, which will replace existing electricity, natural‑gas and water meters with digital smart meters that can be read remotely and transmit consumption data in real time. Priority is given to meters whose 10‑year inspection period has expired, customers consuming at least 10 MWh per year, and sites with four or more meters; new buildings with four or more meters must also install smart meters.

The plan targets the conversion of roughly six million electricity meters by the end of 2026 and a full transition to a nationwide smart‑meter system for electricity, gas and water by 1 January 2028, covering about 50 million users. Project officials warn that the high cost of establishing a centralized digital data platform may delay implementation in the near to medium term, and that the speed of the rollout will depend on the production capacity of domestic meter manufacturers.
