Turkey launches large‑scale public sector hiring program without KPSS requirement

The Turkish Employment Agency (İŞKUR) announced the İşgücü Uyum Programı (İUP), a public‑sector recruitment drive that does not require the national civil service exam (KPSS). Across 47 provinces, municipalities will hire 3,700 workers for roles ranging from drivers and cleaners to engineers and teachers. Eligibility criteria include Turkish citizenship, being at least 18 years old, not receiving retirement or disability benefits, not having worked under a social security record in the past month, meeting household‑income limits and not participating in other active İŞKUR programs.

In the central province of Niğde, a separate allocation of 500 positions was released for cleaning, maintenance and repair tasks in provincial and district offices. Applications opened on 8 June 2026 and close on 12 June, with candidates selected by a notarial lottery on 19 June and start dates set for 6 July. The Niğde assignments will run until 30 April 2027.

Etimesgut municipality (Ankara) also posted a temporary‑worker recruitment for 70 staff—55 cleaners and 15 garden‑maintenance personnel—through İŞKUR, with applications accepted online until 13 June.

All applications are processed via the İŞKUR website, and successful candidates will be placed in the respective public institutions for the duration of the program.
