Turkey begins nationwide rollout of smart electricity meters

Following regulations set by the Energy Market Regulatory Authority (EPDK) that came into effect on March 1, 2026, electricity distribution companies in Turkey have begun replacing old manual meters with new-generation smart metering systems.

The transition aims to digitize consumption data, allow for remote monitoring of faults and communication interruptions, and eliminate the need for manual meter reading. This infrastructure is expected to increase billing transparency and reduce errors.

The rollout follows a specific priority schedule:

• High-consumption users: Those with annual consumption exceeding 10 megawatt-hours are prioritized. • Free consumers: Users who have selected their own electricity suppliers are also prioritized. • Multi-meter panels: New or existing buildings with four or more meters in a shared panel must install smart infrastructure.

The government aims to replace 70% of the required meters by January 1, 2027, with a goal of 100% completion for all covered meters by January 1, 2028.
