Turkey avoids FATF grey list after successful mutual evaluation

The Financial Action Task Force (FATF) has released its 5th Round Mutual Evaluation Report for Turkey, confirming that the country has no strategic deficiencies in combating money laundering, terrorist financing, and proliferation financing. Consequently, the report indicates there is no risk of Turkey being placed on the FATF grey list.

In terms of technical compliance, Turkey was found to be compliant with 38 out of 40 FATF recommendations. Regarding effectiveness, the assessment of 11 immediate outcomes showed that Turkey was 'Substantially Effective' in 3 areas and 'Moderately Effective' in 8 areas.

While the report highlights progress in financial intelligence and domestic coordination, it also notes challenges. Specifically, FATF identified a backlog of more than 7,000 money laundering cases pending prosecution, despite more than 10,000 cases being prosecuted over the last five years. The report suggests Turkey needs to strengthen efforts regarding cross-border illicit finance, professional money laundering, and the recovery of criminal assets.
