Turkey considers 5 percent membership threshold for civil servant unions
Details are emerging regarding a proposed membership threshold for civil servant unions in Turkey. Discussions within the Public Personnel Consultative Board (KPDK) suggest that a 5 percent membership requirement could be introduced as part of upcoming changes to the Civil Servants Unions and Collective Bargaining Law.
If implemented, unions would only be eligible to receive membership dues via payroll deductions if they represent at least 5 percent of the employees within a specific service branch. This type of regulation existed previously but was removed in 2004 due to concerns that it restricted union freedom and organizational rights. While unions falling below the threshold would not be forced to close, they would face significant financial constraints that could threaten their survival.
The proposal has faced criticism from labor organizations. The Büro-İş Union has argued that constitutional rights should not be undermined by such thresholds, suggesting that the move aims to limit the ability of smaller unions to organize and compete.
